Key Responsibilities

INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, Gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
The Legal officer, under the supervision of Protection Team leader will undertake protection and legal activities within the project framework. The legal officer will be engaged in the provision of legal aid service including legal information dissemination, counselling, assistance, and facilitation of representation to the target population. In addition, the officer will take on any additional protection activity as required by the Protection Team Leader to meet the project objective.
RESPONSIBILITIES Programming & Operations
Develop a work plan for the implementation of activities focusing on Legal service provision within the framework of the project;
Carry out activities focusing on legal support according to work plan and allocated budget in accordance with international and national laws and regulations;
Conduct rapid assessment to identify the legal service need and concern of the target population and frame response according to the identified need;
Conduct information dissemination on the legal rights and procedures with a focus on issues affecting the target population through the mobile protection desk and community outreach;

The Legal officer, under the supervision of Protection Team leader will undertake protection and legal activities within the project framework. The legal officer will be engaged in the provision of legal aid service including legal information dissemination, counselling, assistance, and facilitation of representation to the target population. Contexte
Avec un million de personnes déplacées à l'intérieur du pays, dont environ 30% sont déplacées depuis un an ou plus, la communauté humanitaire doit constamment réfléchir aux perspectives à mettre en œuvre au niveau programmatique à court, moyen et long terme. DRC est présent au Burkina Faso depuis janvier 2013, avec 6 bureaux de terrain (Dori, Kaya, Ouahigouya, Djibo, Gorom Gorom et Dédougou) et 01 bureau pays à Ouagadougou. Le programme de DRC au Burkina Faso se concentre sur le rétablissement et le développement des communautés avec une approche multisectorielle.
Objectif du poste
Le Conseil Danois pour les Réfugiés (Danish Refugees Council - DRC) est une organisation non gouvernementale danoise qui travaille sur les problématiques concernant les réfugiés les personnes déplacées internes et les populations affectées par les conflits sur la base des principes humanitaires et des Droits Humains pour promouvoir des solutions durables.
L’Association Tin Tua et son partenaire Danish Refugee Council –DRC -ONG internationale à travers le projet KU NANLIGU veulent contribuer à l ’atteinte des résultats du Fonds Humanitaire régional pour l ’Afrique de l’Ouest et du Centre-Enveloppe Burkina Faso - Première Allocation Standard. Il a défini une stratégie qui s ’aligne parfaitement avec les directives et principes de l’allocation. D’abord, il a été retenu les communes de Matiacoali, de Pama et de Diapaga comme zones d ’intervention du projet. Ces communes font parties des zones les plus affectées par la crise, et qui sont à ce jour très difficiles d ’accès pour les acteurs humanitaires. En effet, il est quasi impossible à ce jour d ’accéder à ces 3 communes par voie terrestre au risque de tomber sur des EEI ou dans le filet des GOA avec des probabilités d’enlèvements ou de tuerie. Selon le HRP 2022, entre juillet 2020 et novembre 2021, la région de l ’Est fait partie des cinq régions qui ont concentré 93% du total des incidents violents avec 16% de civils tués à l ’Est. Par ailleurs la région de l ’Est a enregistré 18 attaques à l’IED touchant de 39 personnes (22 blessées et 17 tuées). Et selon les données du Cadre harmonisé de mars 2022, les populations de la région de l ’Est en situation projetée (Juin, juillet et août 2022) seront en situation de « crise » alimentaire (phase 3+ et concernera 361 099 personnes). D’où l’alignement du projet de Tin Tua – DRC avec la stratégie d ’allocation du FHRAOC. Tin Tua, au regard de son ancrage social et local, a des acteurs et des agents qui vivent et réalisent encore des actions dans ces communes. Ensuite, le projet va apporter aux bénéficiaires une aide dans les domaines de la sécurité alimentaire, et de la protection. Une approche intégrant un plan d ’accompagnement articulé autour d ’activités de développement des capacités de Tin Tua en Education aux Risques des Engins Explosifs-EREE, de coaching et de mentorat permettant de renforcer les capacités d ’autres acteurs nationaux/locaux (OSC locales, acteurs locaux de l’éducation formelle et non formelle, acteurs des media communautaires …), afin de soutenir une réponse endogène à la menace des engins explosifs par DRC. Cette démarche aura comme incidence dans un court terme la création d ’une capacité nationale/locale en EREE qui sera intégré dans toutes les activités. En somme c’est un appui multisectoriel et c’est de manière intégrée que L’Association Tin Tua et son partenaire Danish Refugee Council –DRC à travers le projet KU NANLIGU veulent contribuer à l’atteinte des résultats du Fonds Humanitaire régional pour l ’Afrique de l’Ouest et du Centre-Enveloppe Burkina Faso - Première Allocation Standard.
L’expertise de DRC dans le domaine de l’Education aux Risques des Engins Explosifs-EREE sera mise à contribution pour le renforcement des capacités des équipes de Tin Tua pour une meilleure duplication des formations et sensibilisation au profit d’autres acteurs nationaux/locaux.
Responsabilités
Diriger la mise en œuvre des projets de DRC au Burkina Faso, selon les modalités convenues avec l'équipe de coordination
Assurer le leadership de l'équipe pays du programme et fournir un appui technique aux chargés de projet sous sa responsabilité
Assurer le respect des normes de qualité établies, la supervision technique et le contrôle de la qualité des projets mis en œuvre et des résultats produits

Contexte
Avec un million de personnes déplacées à l'intérieur du pays, dont environ 30% sont déplacées depuis un an ou plus, la communauté humanitaire doit constamment réfléchir aux perspectives à mettre en œuvre au niveau programmatique à court, moyen et long terme. DRC est présent au Burkina Faso depuis janvier 2013, avec 6 bureaux de terrain (Dori, Kaya, Ouahigouya, Djibo, Gorom Gorom et Dédougou) et 01 bureau pays à Ouagadougou. Le programme de DRC au Burkina Faso se concentre sur le rétablissement et le développement des communautés avec une approche multisectorielle.
Objectif du poste
Le Conseil Danois pour les Réfugiés (Danish Refugees Council - DRC) est une organisation non gouvernementale danoise qui travaille sur les problématiques concernant les réfugiés les personnes déplacées internes et les populations affectées par les conflits sur la base des principes humanitaires et des Droits Humains pour promouvoir des solutions durables.
L’Association Tin Tua et son partenaire Danish Refugee Council –DRC -ONG internationale à travers le projet KU NANLIGU veulent contribuer à l ’atteinte des résultats du Fonds Humanitaire régional pour l ’Afrique de l’Ouest et du Centre-Enveloppe Burkina Faso - Première Allocation Standard. Il a défini une stratégie qui s ’aligne parfaitement avec les directives et principes de l’allocation. D’abord, il a été retenu les communes de Matiacoali, de Pama et de Diapaga comme zones d ’intervention du projet. Ces communes font parties des zones les plus affectées par la crise, et qui sont à ce jour très difficiles d ’accès pour les acteurs humanitaires. En effet, il est quasi impossible à ce jour d ’accéder à ces 3 communes par voie terrestre au risque de tomber sur des EEI ou dans le filet des GOA avec des probabilités d’enlèvements ou de tuerie. Selon le HRP 2022, entre juillet 2020 et novembre 2021, la région de l ’Est fait partie des cinq régions qui ont concentré 93% du total des incidents violents avec 16% de civils tués à l ’Est. Par ailleurs la région de l ’Est a enregistré 18 attaques à l’IED touchant de 39 personnes (22 blessées et 17 tuées). Et selon les données du Cadre harmonisé de mars 2022, les populations de la région de l ’Est en situation projetée (Juin, juillet et août 2022) seront en situation de « crise » alimentaire (phase 3+ et concernera 361 099 personnes). D’où l’alignement du projet de Tin Tua – DRC avec la stratégie d ’allocation du FHRAOC. Tin Tua, au regard de son ancrage social et local, a des acteurs et des agents qui vivent et réalisent encore des actions dans ces communes. Ensuite, le projet va apporter aux bénéficiaires une aide dans les domaines de la sécurité alimentaire, et de la protection. Une approche intégrant un plan d ’accompagnement articulé autour d ’activités de développement des capacités de Tin Tua en Education aux Risques des Engins Explosifs-EREE, de coaching et de mentorat permettant de renforcer les capacités d ’autres acteurs nationaux/locaux (OSC locales, acteurs locaux de l’éducation formelle et non formelle, acteurs des media communautaires …), afin de soutenir une réponse endogène à la menace des engins explosifs par DRC. Cette démarche aura comme incidence dans un court terme la création d ’une capacité nationale/locale en EREE qui sera intégré dans toutes les activités. En somme c’est un appui multisectoriel et c’est de manière intégrée que L’Association Tin Tua et son partenaire Danish Refugee Council –DRC à travers le projet KU NANLIGU veulent contribuer à l’atteinte des résultats du Fonds Humanitaire régional pour l ’Afrique de l’Ouest et du Centre-Enveloppe Burkina Faso - Première Allocation Standard.
L’expertise de DRC dans le domaine de l’Education aux Risques des Engins Explosifs-EREE sera mise à contribution pour le renforcement des capacités des équipes de Tin Tua pour une meilleure duplication des formations et sensibilisation au profit d’autres acteurs nationaux/locaux.
Responsabilités
Diriger la mise en œuvre des projets de DRC au Burkina Faso, selon les modalités convenues avec l'équipe de coordination
Assurer le leadership de l'équipe pays du programme et fournir un appui technique aux chargés de projet sous sa responsabilité
Assurer le respect des normes de qualité établies, la supervision technique et le contrôle de la qualité des projets mis en œuvre et des résultats produits
Assurer le suivi, la supervision et l’accompagnement du personnel des programmes de DRC au Burkina Faso, notamment en élaborant des plans de travail et en effectuant des visites régulières sur le terrain pour suivre et conseiller les équipes de terrain dans l'exécution du programme
Contribuer à l’élaboration des rapports ; à la documentation des résultats, bonnes pratiques et leçons apprises ; et aux processus de suivi-évaluation
Travailler en étroite collaboration et coordination avec l’équipe suivi-évaluation
Contribuer à l'élaboration de propositions de projets et à la mobilisation de ressources, en intégrant les contributions du terrain et l’analyse du contexte et des tendances
Assurer des fonctions de représentation : Présenter le projet aux autorités locales, régionales et nationales – civiles, politiques et militaires – ainsi qu’aux partenaires, contribuer à la gestion des relations bailleurs, et représenter DRC dans les instances de coordination des partenaires nationaux et internationaux à Ouagadougou
Assurer la gestion, le suivi et la supervision du budget affecté au projet
Effectuer d’autres tâches liées au poste.
Qualifications requises
Au moins 3 ans d’expérience en de projet, y compris budgets et personnel
Expérience de travail significative dans les domaines de la sécurité communautaire, de la réduction de la violence armée, de la prévention des conflits, de la cohésion sociale, du dialogue et du rétablissement de liens de confiance entres usagers du service public et administrations/institutions, de la prévention de l’extrémisme violent, de l’appui au rôle des jeunes et/ou des femmes dans les questions de paix et de sécurité ;
Justifier d’une expérience concluante dans la gestion autonome de relations partenaires et bailleurs et les fonctions de représentation
Un sens développé de la communication et de la collaboration avec des acteurs au style et aux profils variés ;
Le sens de l’initiative, l’attention aux détails et une grande autonomie de travail ;
Un fort intérêt pour les questions de gouvernance, sécurité humaine, de genre et de dialogue communautaire ;
Une excellente maitrise de l’outil informatique (Outlook, Word, Powerpoint, Excel, Access)
Disponibilité et volonté à effectuer des visites régulières sur le terrain (hors capitale)

L’objectif général du poste est de contribuer à la mise en œuvre des activités du projet à travers le planning qui sera établi par la Team Leader et validé par le PM ; De plus ce dernier (e) devra être disponible pour toute autre activité du DRC au cours de son contrat.
Responsabilités
Participer avec la Team Leader à la préparation, planification, mise en œuvre des activités d’urgences sélectionnée pour le projet (Réhabilitation de points d’eau, constructions de latrines d’urgence, stations de lavage des mains, réalisation campagne de promotion à l’hygiène…) ;
Informer régulièrement son/sa Team Leader sur l’état et le progrès des activités liées aux problématiques eau, hygiène et assainissement et aux personnes impliquées (travailleurs, autorités locales, bénéficiaires, communauté locale, autres agences humanitaires, etc.) ;
Suivre et superviser les registres et documents de suivi des activités ;
Initier les demandes de sortie de stock à soumettre au manager et veiller à leur utilisation rationnelle sur le terrain, et au retour en cas de non-utilisation ;
Effectuer le rapportage des activités mis en œuvre, disponibiliser les évidences et autres sources de vérification pour chaque activité.
Expérience et compétences techniques (y compris le nombre d’années d’expérience professionnelle)
Avoir une expérience professionnelle prouvée d’au moins 2 ans dans le domaine WASH en milieu communautaire, le rapportage ;
